What is Mission Shakti?

Mission Shakti is a state sponsored programme for empowerment of women in Odisha through Self Help Group approach.

What is the coverage area of this programme?

This programme is implemented all over Odisha. (All rural and urban areas of the State)

When this programme was launched?

Mission Shakti was launched in the state on 8th March, 2001 by Hon’ble Chief Minister, Odisha Sri Naveen Patnaik.

What are the objectives of this programme?

Mission Shakti aims at Social, economic, political empowerment of women through involving them into Self Help Groups (SHGs).

What are the key features of Mission Shakti Programme?

Mission Shakti has three major dimensions – social mobilization, financial inclusion and livelihood enhancement including marketing of SHG produces.

What is implementation structure of this programme?

This programme is implemented in the State by the Directorate of Mission Shakti, a separate directorate under the Department of W&CD and Mission Shakti. At the district level, the District Social Welfare officer (DSWO) administers the programme under the guidance and supervision of District Collector. The Child Development Project Officer (CDPO) of each ICDS project looks after the field level implementation of the programme. To support this a dedicated, sensitive support team of professionals sourced on contractual basis is created at each level (State – State Programme Monitoring Unit, District – District Programme Monitoring Unit & ICDS Project – Block Programme Monitoring Unit).

What are the women institutions for which Mission Shakti is working?

Mission Shakti is working for Self Help Groups, their federations such as Cluster Level Forum (CLF), Gram Panchayat Level Federation (GPLF), Area Level Federation (ALF), Producer Group/Cluster (PG), Block Level Federation (BLF) and District Level Federation (DLF).

Any women in the age group of 18 to 65 can be a member of SHG.

The ideal member size of a SHG is 10 to 15 women members.

What are the functions of SHG?

SHGs are affinity-based savings and credit groups. They offer collectivization and group activities. The functions of a SHG includes Meeting on regular interval, Savings, Internal Lending, Repayment and Book Keeping. The SHGs offer social security and social action in various areas including health, nutrition, sanitation, gender etc., directly or through their federations.

How are SHGs and their federations supported under Mission Shakti?

Mission Shakti supports SHGs in terms of Skills, Funds, Bank Linkage, Interest Subvention etc. It also supports in managing their institutions, linking with markets and enhancing their livelihoods.

What are steps taken under Mission Shakti towards financial inclusion?

Mission Shakti facilitates in opening of SHG savings accounts and providing Bank credit linkage to eligible SHGs. Mission Shakti also provides interest subvention to SHGs through Banks on prompt repayment of Loan.

What is Mission Shakti Loan?

State Government of Odisha is committed in providing loans at 0% effective rate of interest to all SHGs for the loans availed upto 3 lakh on prompt repayment. This interest subvention scheme of the State Government is called “Mission Shakti Loan”. Directorate of Mission Shakti has been designated as the Nodal agency for administering the Mission Shakti Loan in the State.

What are the steps taken under Mission Shakti for livelihoods promotion?

Mission Shakti endeavours to provide sustainable livelihood support to women SHGs with a view to enable them to generate long term and sustainable income sources. Mission Shakti in convergence with Government department has provisioned for procurement of goods and services through Mission Shakti SHGs. Besides, Mission Shakti in partnership with OUAT providing skill based training to SHG Members to take Agri-based income generating activities (Paddy Straw Mushroom, Oyster Mushroom, Vermi compost production, Nursery raising of Vegetables, Bee Keeping, Poultry farming, Goat farming).

What is the Marketing Support provided to SHGs under Mission Shakti?

SHGs are facilitated to participate in different District level/State level and National level fairs and Melas to sale their products. Apart from this Group of SHGs are provided with market complexes for marketability of their product at different prime locations across the state in the name of “Mission Shakti Bazar”.
